The Edward Street Upgrade project begins at 6th Avenue and continues to the intersection with
DeBarr Road. Edward Street serves as an access route for local homes and businesses. In addition,
it serves as a pedestrian and bicycle access route to Ptarmigan Elementary School.
The Municipality of Anchorage (MOA) has determined that roadway elements such as pavement,
drainage, lighting, driveways, curb cuts, sidewalks and curb ramps do not meet current MOA and/or
federal standards for an urban collector roadway.
The objective of this project is to upgrade approximately 2,500 feet of roadway on Edward Street to
MOA neighborhood collector standards. Improvements will include roadway foundation and
surfacing, curb and gutter, storm drainage, street lighting, pedestrian/bicycle facilities, and
landscaping.
The construction and maintenance history of Edward Street is not completely known. The original
portion of Edward Street, DeBarr to 8th Avenue, was constructed prior to 1964 with an expansion to
6th Avenue believed to have been constructed in the mid- to late-60’s.
Edward Street is a strip paved, 2-lane roadway. Lane widths vary from 10 to 12 feet and are generally
located near the west side of the right-of-way. Shoulders, where provided, are also paved. Curb and
gutter exists only on the east side of the roadway in the vicinity of Bentree Circle and 12th Avenue. On-
street parking is limited to the paved shoulders.
Intersecting side streets include Alley Way, 12th Avenue, Bentree Circle, Winding Way, 9th Avenue,
and 8th Avenue. Several private driveways also access Edward Street on both sides. Access to
Ptarmigan Elementary School and a mall are also provided directly from Edward Street. The
Markstrom Drive right of way also intersects Edward Street, but street access is not provided and will
not be included in this project.

Pedestrian and bicycle facilities in the project area are located on the east side of the roadway. The
existing pedestrian facilities are not continuous throughout the project corridor. They consist of a
separated sidewalk in the vicinity of Bentree Circle and 12th Avenue and a paved pathway between
9th Avenue and Markstrom Drive. Designated crossings are provided at 12th Avenue and 8th Avenue.
Lighting is generally limited to the intersections. Continuous lighting along the corridor does not
exist.
Northeast Anchorage Community Council Traffic Calming Study
An area wide traffic calming study was developed for the area in October 2006. This
study evaluated existing traffic conditions, vehicular and nonvehiclular traffic patterns,
and design alternatives aimed at improving safety and mitigating negative traffic
patterns. Recommended improvements include upgrading Edward Street to collector
standards and constructing chokers, raised crosswalks, and improved pedestrian and
bicycle facilities.
Construction of mid-block raised crosswalks nearby along 8th Avenue, 9th Avenue,
and Donna Street are anticipated during the 2007 construction season.
N/E Anchorage Water Improvements Phase 2 and 3
Anchorage Water & Wastewater Utility (AWWU) has plans to improve water
distribution by installing new 8-inch water pipes on Edward Street between 8th
Avenue and Staedem/6th Avenue and to the east along 6th Ave to Donna Street.
Construction was anticipated to occur in 2007. However, construction has been
delayed as this project will be incorporated into the Edward Street Upgrade project
construction. A water line intertie will be installed across Debarr Road at Edward
Street during the 2007 construction season.
Highway Safety Improvement Program
Debarr Road: Boniface Parkway to Beaver Place Channelization Improvements
The Alaska Department of Transportation and Public Facilities (ADOT&PF) is currently
working on safety improvements to Debarr Road as part of the Highway Safety
Improvement Program (HSIP). This HSIP project will construct channelization (lane)
improvements along Debarr Road between Boniface Parkway and Beaver Place in the
form of medians with turn pockets.
